Salary Range Minimum $238.26 (daily rate);
Midpoint $297.83 (daily rate); Maximum $357.40 (daily rate)
Job Description:
  • Directs and manages district human resource activities to ensure legally sound and effective human resource management practices.
  • Responsible for the development and implementation of human resource programs to include wage and salary administration, employee benefits, employee training, recruitment and staffing, and employee communications.
  • Interprets and recommends personnel policies and regulations for the district
  • Serves as the chief public information officer for the district.
  • Knowledge of the selection, training, and supervision of personnel.
  • Knowledge of wage and salary, benefits, and employee communications programs.
  • Knowledge of school employment law and hearing procedures.
  • Ability to interpret policy, procedures, and data.
  • Ability to manage budget and personnel.
  • Ability to use technology for administrative purposes.
Bachelor's degree in related field required. Master's degree preferred.

Three years campus administrative experience or an equivalent amount of human resource management experience in the private sector.

Job Title: Employee Relations Manager Wage/Hour Status: Exempt

Primary Purpose:

Position acts as the Title IX Coordinator for DCS and is responsible for directing all aspects of employee relations to ensure uniform and equitable application of district policies and practices.

Qualifications:
Education
Bachelor’s degree, Master’s preferred
Experience

Minimum of five years experience in Human Resources, with employee relations issues required.
Demonstrate working knowledge of federal and state employment laws and regulations.
Demonstrate coaching, counseling and conflict-resolution skills; mediation experience preferred.
Ability to handle difficult employment issues in a highly professional and expeditious manner.

Special Knowledge/Skills

Excellent skills in communication and interpersonal relations.
Knowledge and skill in the use of personal computers, including proficiency in Microsoft word, Excel and PowerPoint.

Major Responsibilities and Duties:
  1. Coaching administrators on the use of DCS Employee Relations software and appropriate corrective actions necessary to turn around ineffective behaviors and performance.
  2. Facilitates collaboration between department employees and DCS’ General Counsel regarding the compliance of disciplinary actions with district policies and procedures.
  3. Evaluates the appropriateness of disciplinary measures and/or documentation prior to the termination of an employee and seeks guidance from DCS’ General Counsel when needed.
  4. Coordinates and/or administers DCS’ leave program according to established policies, procedures and laws to include:
    a. Interpreting policy to employees and supervisors.
    b. Determining employee eligibility for special leave programs such as catastrophic leave or attendance bonus exceptions.
    c. Providing support and guidance to administrators involved in the implementation or administration of statutory leave requests or special work accommodations such as FMLA, Catastrophic Leave, ADA, ADEA, and USERRA.
    d. Preparing timely notification to employees and supervisors regarding requests for leave or special work accommodations.
    Investigates allegations of unlawful harassment, discrimination, and/or retaliation.
  5. Investigates hotline complaints on the Fraud, Waste and Abuse Hotline unrelated to fraud.
  6. Administers annual distribution of letters of assurance.
  7. Responds to EEOC and Unemployment queries, court subpoenas and open records requests for personnel records.
  8. Conducts district-wide audits/surveys regarding employee relations issues, coordinates with Employee Associations to identify potential employee relations issues, and recommends appropriate corrective action to address issues identified.
  9. Coordinates revisions to the employee handbook with DCS’ General Counsel to ensure that district employees are aware of district policies and procedures.
  10. Coordinates with DCS’ General Counsel to provide training for management employees on various personnel issues.
  11. Keeps abreast of legislative and professional trends and developments affecting employment programs and disseminates information or recommends actions in support of employee relations’ interest to appropriate personnel.
  12. Performs all other tasks and duties as assigned.
