FYI regarding
open records requests on teachers’ test scores
Dear All,
I just got the email below from our friends at TSPRA.
The open records requests are hitting SBEC rather than the ISDs
themselves (at least from what we know so far).
The email below
was sent to the Public Relations folks to give them a heads up if
reporters start calling them about their teachers' scores...
Best,
alex

RE: TSPRA Information from Debbie Ratcliffe on Houston story
A Houston TV station this week did a series of stories about
teachers
and administrators who fail their certification tests multiple
times.
This has become a routine story during sweeps week * the Fox station
in
Dallas is doing it Monday evening * but the Houston series has an
added
element. KTRK has posted the passing scores of thousands of teachers
in
the Houston area on line. Teachers are furious and the station, our
agency and many school district communications directors in the
Houston
area are hearing from them. We are posting the information below on
the
TEA and SBEC websites
(www.tea.state.tx.us and
www.sbec.state.tx.us)
shortly. I thought it might be helpful for you to have as well.
Although this story is impacting Harris County now, reporters from
other markets are filing open records requests seeking the identical
information for teachers/administrators in their areas so those of
you
in other parts of the state may be dealing with this soon. Just a
heads up*

Communications Director
TEA
Public Information Act * Open Records Division
The Open Records Division of the Attorney General's Office ruled in
ORD
NO. 441 in 1986, that "job related examination scores of public
employees or applicants for public employment are not exempted from
the
public", this information can be found at
http://www.oag.state.tx.us/AG_Publications.pdfs.publicinfo_hb2006.pdf.
The Texas Education Agency and the State Board for Educator
Certification have received many e-mails and phone calls from
educators
regarding the recent release of educators test scores by an
investigative reporter in the Houston area. The information was
obtained under the Public Information Act. It is not the policy of
TEA
or SBEC to post educators test results on the website.
